Several organisations are collaborating on the Europeana Libraries project, including major library networks and 19 research libraries. Participants come from 14 European countries.

The bedrock of the Europeana Libraries project consists of 4 associations:
- Conference of European National Librarians (CENL)
- Consortium of European Research Libraries (CERL)
- Europeana Foundation
- Ligue des Bibliothèques Européennes de Recherche (LIBER)
The Project is coordinated by The European Library and hosted by the National Library of the Netherlands.
UCL (University College London) is the scientific coordinator and Instituto Superior Técnico is developing aggregation tools. MDR Partners are the project managers.
